Overview
PLANAPP, together with the Strategy and Planning Office (GEP/MTSSS), provides technical support in monitoring the goals and indicators of the Action Plans (AP) of the National Strategy to Fight Poverty (ENCP), in close coordination with the structure that coordinates it, in accordance with RCM no. 184/2021, of 29 December.
This project is based on an integrated vision of support for the ENCP in the different phases of the public policy cycle (planning, monitoring and evaluation) and seeks, at the same time, to develop learning and capacity building processes for the PLANAPP itself, testing new approaches that can be disseminated and replicated in the monitoring of other (sectoral) planning instruments.
Objectives
- Develop methodologies, instruments and tools within the framework of strategic monitoring of the ENCP that is articulated with cross-cutting policy instruments (such as the Major Options) and sectoral instruments and with international and European benchmarks, such as the 2030 Agenda and the European Pillar of Social Rights.
- Encourage methodological innovation in monitoring and evaluation processes by promoting the participation of the ENCP’s final beneficiaries in these processes.
- Promote knowledge about the phenomenon of poverty by creating a Science Agenda on Poverty in Portugal.
- Design and operationalise a system for monitoring and evaluating the Strategy, based on collecting information to feed the production of progress reports and evaluation reports, in accordance with the lines of work defined in the two Action Plan cycles provided for in the ENCP.
Duration
The project will run from 2022 to 2031.
