Overview
Following on from the project that supported the establishment of PLANAPP as a Competence Centre, an international initiative involving several countries is currently underway: ‘Improving the capacity of the Government Centre to act in complex contexts’.
This project aims to strengthen PLANAPP’s capacity as a Government Centre entity to support the response to new challenges facing public governance around the world today, in the implementation of complex priorities and in the management of crises and megatrends.
The initiative is based on collaboration and cooperation between institutions, with particular emphasis on REPLAN – Network of Planning and Foresight Services for Public Administration, as a platform for coordination between the Government and the public administration bodies responsible for forecasting, planning, monitoring and evaluating public policies. It also seeks to identify international best practices already applied in other OECD countries.
The project aims to deepen the knowledge of PLANAPP and the Portuguese Public Administration on models and platforms for intra-governmental coordination. It also analyses how these models interact with the political level on cross-cutting issues, such as foresight and strategic planning, the use of data and evidence, and the principles of public policy evaluation.
In this sense, it is hoped that this work will contribute to the development of REPLAN, particularly in terms of operationalisation, densification and activity in 2025 and beyond.
Objectives
- Support beneficiary countries in the design, development and implementation of reforms;
- Strengthen the institutional and administrative capacity of beneficiary countries to implement complex priorities, manage crises and megatrends;
- Promote the use of new methods, tools and approaches by government centres;
- Respond to specific challenges in each country;
- Lay the foundations for a new network of representatives from central government entities to share knowledge and experiences.
Duration
The project will run from October 2024 to March 2026.
