Overview
The Roadmap for National Strategic Planning establishes the guidelines, structures and processes for the coordinated preparation of Planning Instruments (PI) with a transversal and strategic scope.
This initiative aims to ensure cohesive and properly structured national strategic planning, guaranteeing that the Planning Process Framework Instruments inform the National Long-Term Strategic Plan – the central pillar of national cross-cutting planning. This, in turn, guides the creation of other PIs, such as the National Investment Programme and medium and short-term PIs.
The reform of the National Strategic Planning System is a fundamental element that will frame the implementation of the Roadmap. The central coordination of the Roadmap’s implementation is shared by PLANAPP, GPEARI and AD&C, within the framework of REPLAN, following a “Whole-of-Government” and “Whole-of-Society” approach.
Objectives
- To articulate the country’s main priorities and objectives and how to achieve them;
- To define a set of planning and framework instruments;
- To promote systemic coherence and a planning culture in the Public Administration (PA);
- To facilitate the identification of funding needs;
- To provide a framework and definition of priorities that support Portugal’s position in the negotiations for the European Union’s new Multiannual Financial Framework;
- To encourage participation and ownership by the PA and society.
Duration
The project will run from January 2025 to June 2027. The Roadmap’s implementation process is organised into chained and scheduled phases, with time overlaps to optimise execution.
